General Plan 2035
La Habra General Plan
State law requires every city and county to adopt a comprehensive, long-term general plan for the physical development of that jurisdiction. The general plan is the City's blueprint of the future. It expresses community goals and embodies public policy that are the basis for all land use decisions.
The City of La Habra completed a comprehensive update of its General Plan (GP). The last comprehensive update occurred in 1990. The GP update reflects changes in the community's attitudes and approaches to development. The plan works to maintain the integrity of the neighborhood unit, improve the quality of life within the community, and address economic development issues.
Inclusionary Housing Ordinance
In April 2021, the City adopted an inclusionary housing ordinance to help meet the housing needs of the community and provide for more affordable housing. The ordinance provides that for projects with 10 or more units, the developer must set aside 15% of the total units or provide an equivalent in-lieu fee for housing affordable to households of very low, low, or moderate incomes. Inclusionary housing units at an affordable cost will implement the goals and objectives of the Housing Element update and help meet the city's regional share of housing needs.
