Planning for the Future
People throughout history have used planning as a means to prepare for the future. State law requires every city and county to adopt a comprehensive, long-term general plan for the physical development of that jurisdiction. The general plan has been referred to as the constitution of development, or blueprint of the future. It expresses community development goals and embodies public policy designed to serve as the foundation upon which all land use decisions are based.

About the Plan
The General Plan is a binding legal document which is a comprehensive and long range statement of the general policies and procedures governing the physical development of the planning area. The purpose of the plan is to provide a coordinated and integrated framework for the development and changes within the City's planning area, both public and private, over a long period of time, while providing enough flexibility to account for unforeseen circumstances which may occur in future.
Plan Update
The City of La Habra completed a comprehensive update of its General Plan (GP). The last comprehensive update occurred in 1990. The GP update reflects changes in the community’s attitudes and approaches to development. The plan works to maintain the integrity of the neighborhood unit, improve the quality of life within the community, and address economic development issues.

The final product is a living document that is clear and concise which uses the most current technology available to make the GP update as accessible to the public as possible and viable for the next 21 years.
